I found this to be a difficult romance to categorize. David Yost (the actor who played Billy) never appeared onscreen with Cestria, so image capture was darn-near impossible. Also, Cestria only appeared briefly on one episode of Power Rangers Zeo. Still, it cannot be denied that whatever relationship developed between the human genius and the Aquitian intellectual was strong enough to draw Billy to an oceanic world. Yes, a hydrophobe chose to life the rest of his life on a submerged planet. If that's not love, I don't know what is!
