I really feel Billy and Katherine are suited to each other. There's something about Billy's unique brand of quiet, sensitive genius that I think could appeal to Kat. Also, Kat's sophistication and generosity would gain Billy's attention. Both prefer to stand as the reserved backbone of the Power Ranger team, and I think they would make a wonderful match.
