On the surface, Kimberly and Billy would make a very unlikely couple. I mean, think about it: the beautiful, popular head cheerleader going out with the class geek? Anyone else out there who attended high school knows that geniuses and airheads don't usually run around in the same crowd. But strangely enough... these two do. There is more to Kim than meets the eye, and her concern for the shallow matters of clothing and hair are offset by her deep concern for friends and a drive to reach her potential at whatever the task. Billy, while a bit socially-challenged, is extremely sensitive, caring, and down to earth. Since this pair doesn't fit too nicely into the Cheerleader/Brain stereotype, there actually is something that unites them. I perceived a real bond of friendship between Kim and Billy, that actually (in my opinion) seemed the most enduring of the first team's friendships. Granted, Kim and Billy were together the longest, but they also starred in the same episodes several times. They spent a great deal of time together, either picnicking in the park, or even doing schoolwork together. So yes, I do think Billy and Kimberly could've been romantically involved. It would've had to happen a bit later in the series, after Kim shed much of her shallowness and Billy his social and physical ineptitude, but it could've worked. Again, if there weren't other relationships (specifically the Kim/Tommy one), then they may have had a chance.
