For some reason, Tori's fellow Wind Rangers never seemed to notice that she's attractive. But the Blue Ranger's athletic beauty definitely didn't slip past Blake. When Dustin first introduced them, Blake's gaze lingered on Tori, causing her to glance away in pleased embarrassment. And when they crossed paths again, Blake did his best to get her attention. He even risked his life to protect her from Lothor's frog creature. However, Tori and the other Wind Rangers quickly learned that Blake and his brother Hunter are the Thunder Rangers, who at first sided against our heroes in the battle for Earth. Of course, the truth behind Lothor's plot to use the Thunder Rangers was discovered, and the Thunder Rangers joined the Wind team against the alien menace. Where does that leave the budding attraction between Tori and Blake? "Ninja Storm" gave us mild flirting, an attempt at a date, flashes of jealousy on both sides... but unfortunately, no resolution.
